Burke, USN, Chief of Naval Operations, following the second Inter-American Naval Conference in Key West, Florida, last June. The increased efficiency in communications will provide greater operational unity between the South American Navies and the U.S. Navy in Joint Exercises under Mutual Defense Commitments.
