Andrea M. Williams was arrested and charged with petit larceny for stealing a 3-month-old black Chi puggle while the owner was inside his residence. Some time yesterday afternoon, Williams and her male companion spotted the puppy left unattended outside their acquaintance's house but tied to a leash. Williams and her companion then pulled into the driveway. While her male companion conversed with the owner about an unrelated matter inside of the residence, Williams quickly untied the puppy and ran back to the car. When the owner eventually went outside to check on his puppy, it was gone. Ironically, an investigation revealed that Williams had expressed interest in this particular puppy in the past, even offering to buy it at one time.
