Also the timing in 1920, plus the presence of what looks like a tattered tricolour would imply that this is some sort of political or cultural grouping. Thanks to desmondg47, we now have a location for this photo - taken outside Mount Sion CBS at the corner of Barrack Street and Green Street, Waterford.
