That same year was in the midst of the international refugee crisis, as the number of people displaced or fleeing persecution in their own countries hit an unprecedented 59.5 million, according to estimates by the United Nations High Commissioner for Refugees. There were also more than 1.2 million asylum seekers worldwide. The cap of the number of refugees admitted each year is established by the president in consultation with Congress. In response to the refugee crisis, the Obama administration proposed to significantly increase the number of refugees the United States accepts each year- from 70,000 in 2015 to 85,000 in 2016 and 100,000 next year, according to Migration Policy. The Obama administration resettled 8,858 Somali refugees in the United States last year, and nearly 43,000 during Obama's eight years, a huge number that is now raising concerns after a Somali refugee led a one-man attack spree on the campus of Ohio State.
