These holes are result of a Hizbullah missile landing in Haifa, Israel in the summer of 2006. Upon impact, the missile exploded, throwing small metal balls up to 1 km away. This traffic railing was near the impact zone, and as a result, suffered much damage. Two pieces of shrapnel are lodged into the metal.
