This memorial represents the 'untold hardships and suffering' at the hands of the imperial German Schutztruppe during the 1904–07 war. It was erected by the North Korean architectural company Mansudae Overseas Projects. Noted as the first genocide of the 20th century, this act against the indigenous Herero and Nama people was overseen by Heinrich Ernst Göring, father of Nazi Luftwaffe chief and Hitler's deputy, Hermann Göring. The statue depicts a man and woman with their arms around each other, symbolising freedom. Ironically Mugabe (after whom the avenue is named) was himself a dictator accused of perpetrating the Gukurahundi genocide in Zimbabwe.

The idea of building a monumental statue to José María Morelos y Pavón came from General Lázaro Cárdenas del Río when he was governor of Michoacán (1928-1932).\n\nThis monument contains a collection of 56 paintings depicting the biography of the Mexican hero. The work was commissioned to Juan Tirado Valle, born in Mexico City. Cárdenas del Río also commissioned Mexico City-born artist Ramón Alva de la Canal (1892-1985) to paint murals on the inside of the statue, and it took him about five years to complete the work.\n\nThere is a lookout point in the structure at the fist of the monument where one can admire the entire surroundings of the island as well as a large part of Lake Patzcuaro.$
